• • Agreements are currently required before showing properties or making offers following a recent NAR settlement.
  • Each agreement will only be allowed a maximum duration of 3 months, with renewals also capped at 3 months.

• Exemption for Unlicensed Contractor Work
  • The limit for unlicensed contractor work is raised from $500 to $1,000 when no building permit is required and no additional labor is hired.
  • Effective Date: January 1, 2025.

• Fair Housing: Unruh Act Amendment
  • Expanded to now protect traits associated with race, including hairstyles like braids, locs, and twists in business establishments.
  • Effective Date: January 1, 2025.

  Landlord-Tenant Protections

• Lock Changes for Abuse Victims: Landlords must change locks upon request within 24 hours, cover all related costs, and extend this protection to household members. Prohibits adverse actions against tenants who use this protection.
  • • Effective Date: January 1, 2025.

• Optional Positive Credit Reporting: Tenants can request that landlords report positive rent payments to credit bureaus. Exemptions apply to small, non-corporate landlords and buildings with 15 or fewer units.
  • Effective Date: January 1, 2025.

• Security Deposit Photos: Landlords must document with photos at move-in, move-out, and post-repair/cleaning for any deposit deductions.
  • Effective Date: January 1, 2025; photos required by April 1, 2025, for all tenancies and by July 1, 2025, for new tenancies.

• Probate – Small Estate Exception
  • Raises the probate-free transfer limit for primary residences from $184,500 to $750,000, enabling heirs to petition the court for asset distribution without probate.
  • Effective Date: January 1, 2025; active through March 31, 2028, with adjustments based on the Consumer Price Index every three years.
